This is a beautiful image and agree that some of the most dynamic colors come just as the sun drops below the horizon, however we can't see the horizon and can't agree with t5 about having any questions. Hand holding a shot with these settings indicate there is a fair amount of light available and this is still in the sunset time frame. Even though this really is a beautiful image I'd have entered something that doesn't leave much doubt and would have saved
this one for when sunset/rises becomes the topic again because this would be a strong entry.
I don't think there is any question that this is a night shot as the sun has set. Waning light AFTER sunset produces some of the most dramatic night shots. I might have tried just a little wider shot to get more of the Ferris wheel into the shot. It seems a little disproportional to the amount of sky shown.

Thanks so much Bear! I've been reading the comments in the community thread and I believe this qualifies as a night shot. This was taken at almost 8:30 p.m. and the sun had actually set completely. This was the residual light reflecting on the clouds. Thanks again! :)
I like this! great color and love the lights. I agree that it would have been nice to see motion on the wheel. also not sure it qualifies for night shot though.

Thanks brianfickel, however this was handheld (no tripod with me) and the ferris wheel was at a standstill. :)

Nice. I would like to see this with a long exposure to see some motion with the wheel.
